Earth Rising

As the Sun enters Taurus this week, Americans will be commemorating Earth Day. Coincidentally, the recent flurry of freak tornadoes made many realize that our crazy weather patterns likely have a human cause. President Clinton’s visit to Chile over the weekend underscored the key conflict: what is the proper balance between environmental protection and market freedom?

Taurus, the first earth sign, is keenly aware of material resources. Because Taurus and Libra traditionally are both ruled by Venus, some astrologers feel that Taurus should be ruled by the Earth herself, and let Libra be associated with Venus. The first Earth Day was April 22, 1970, a date which can be used for the leaderless foundation of a global environmental consciousness.

Richard Nixon was President then, and along with many other politicians, surprised activists by embracing the Earth Day principles. The EPA was created shortly afterwards, along with the first Clean Air and Clean Water acts. These essential corner stones were possible because Saturn, the planet of government, was also in Taurus.

This June Saturn will be returning to Taurus for the first time since the Earth Day era began. Under the pressure of Saturn in Taurus, environmentalists are gearing up now for a spectacular Earth Month to take place in April 2000. This will be exactly one Saturn cycle from the first Earth Day, but is likely to proceed in a highly charged atmosphere due to the challenging aspect from Uranus in Aquarius.

HAARP Electrifies Ionosphere

A growing segment of the environmental movement has been offering an alternative scenario (besides El Nino) for the bout of tornadoes hitting the South: a massive secret weapon project known as HAARP (for High frequency Auroral Activation Research Program) sponsored by the U.S. Air Force and located in an isolated region of Central Alaska.

Uranus, the planet of electricity and the unexpected, will be entering the U.S. fourth house* in January 2000. The fourth house in a political chart describes the nation’s domestic scene, which includes its weather patterns. With Uranus edging toward that entry point now, we can expect many more bizarre weather events, especially those associated with electrical phenomena such as the thunderstorms that accompany tornadoes and hurricanes.

The Pentagon’s HAARP project, slated for final completion in 2002, fits right into this Uranian symbolism: 360 antennas together reaching 1.7 gigawatts (1,700,000,000 watts) of power send out a focused and steerable electromagnetic (EM) beam that can superheat and actually lift sections of the ionosphere. The EM waves are capable of strategically redirecting significant amounts of electromagnetic energy.

Late night radio host Art Bell reports that the Russian military has offered to create a tornado to put out a huge forest fire in Malaysia. Mysteriously, Chinese weather satellites have recently been knocked out of commission, perhaps indicating that someone has been playing with the ionosphere. Russians? Americans? Whoever is experimenting with these high-powered EM beams may also be responsible for the spontaneous tornadoes arising in the South.

Kenneth Starr Doesn’t See the End

Last week Independent Prosecutor Kenneth Starr declined to set a date for ending his probe into Clinton’s affairs. Casting aside all calls to (as Time magazine headlined) “Put up or shut up,” Starr stated that he doesn’t yet see an end to his investigation.

Kenneth Starr was born an affable Cancer (July 21, 1946; 6:45 PM, Vernon, TX), but quickly learned to accept an authoritarian role with his Sun conjunct Saturn. Frequently referred to as “Judge Starr,” his Sun-Saturn placement gains notoriety and celebrity status by being exactly aligned with the U.S. Mercury-Pluto axis.

In the U.S. horoscope, the Mercury-Pluto opposition describes the mental, legal jousting that has become the centerpiece of American democracy. Both Starr and Clinton were born with a Mercury-Pluto conjunction, highlighting this war of spin control.

Unfortunately for Starr, his Mercury is retrograde, indicating that he gathers and synthesizes information according to his own terms and schedule. This aspect has made him politically backward, a fact which he accepts, but says is irrelevant.

Over the next month we should be getting some preliminary results from Judge Starr. Transiting Saturn will be making an important square to his Sun-Saturn. This is bound to force him into laying his cards on the table. Even though he may be confused and meandering (transit Neptune squares his Moon), we can expect that he will continue to fight for what he believes in (as his progressed Sun is conjunct Mars). Watch around mid-May for his big move.
