Mars and Saturn Set Calendar
The Senate’s best vote counter, majority leader Trent Lott,
joined with Democrat leader Tom Daschle to propose a
short Senate trial to pass judgment on Bill Clinton.
Judiciary Committee Chairman Henry Hyde and other
House Republican leaders are enraged over the short shrift
given to their Articles of Impeachment, but the Senate
never did have the two-thirds votes needed to convict the
President.
The month of January brings closure to the power struggles
initiated by Saturn’s square to the U.S. Pluto. This aspect is
exact on January 28, after which the nation should
experience some collective relief from the prolonged
scandal. Mars is in Libra now, and is moving slowly to
oppose Saturn in Aries by January 20, the day before the
President gives the State of the Union address.
This Mars-Saturn development presents the celestial
calendar for resolving the differences between the White
House, the House, and the Senate over Clinton’s admitted
misdeeds. Judgmental Saturn, under the influence of the
U.S. Pluto (the powers that be) to end this debacle as soon
as possible, is being pressured by deal-making Mars in
Libra.
Clinton spokesmen want the trial to end by January 19,
when the President gives his address to the nation. Look for
a speedy trial, and then some behind-the-scenes agreement
(transiting Mars through the U.S. 12th house) for censure to
emerge by then. The New Moon on January 17 happens to
align with Saturn and Mars, so these three or four days
should bring some extremely intense political maneuvering
and ultimately, resolution.
Chiron Returns to Human Rights
Last week two infamous Khmer Rouge generals emerged
from Cambodia’s jungle requesting that people just forget
about the two million killed during the horrific civil war in
the late 1970s. The generals have been accused of
genocide, and although they thought they had an amnesty
deal, international outrage may yet force a trial.
On December 10, 1948 the U.N. General Assembly
adopted one of the most important documents of the
twentieth century, the Declaration of Human Rights. This
landmark in humanity’s evolution occurred one Chiron
cycle ago, just as the Wounded Healer archetype had
entered the sign of law and ethics, Sagittarius.
Chiron enters Sagittarius again on January 7, and by
January 23 will have returned to the same zodiacal location
as December 10, 1948. Human Rights proponents are in the
political atmosphere now, and can be expected to remain in
full gale force through all of 1999. Also in recent news
we’ve seen Chinese political dissidents, General Pinochet,
and Serbian warlords all discussed openly and intensely
under the umbrella of the human rights issue.
The problem with the U.N.’s Human Rights program is that
is has no enforcement agency. Pluto, the ultimate enforcer,
aligns with Chiron on the last day of 1999, so we can
expect that some international system is beginning to
coalesce this year to bring human rights violators to justice.
Neptune Issues the Euro
As of January 1, 1999 a united European currency is
challenging the almighty dollar as the most powerful global
medium of exchange. Over the next three years Germany’s
mark, France’s franc, Austria’s schilling, and eight other
national currencies will be replaced by the Euro, as the
European Economic Community transforms into Euroland.
The EEC was born on March 25, 1957 (at 6:30 pm, Rome)
when the Treaty of Rome was signed by the six founding
nations. With the Sun in pioneering Aries and
security-oriented Cancer at the Midheaven, the EEC was
originally designed as an innovative economic union. The
EEC has always been understood as the preliminary stage
for a powerful political union known variously as the
United States of Europe, Fortress Europe, or most recently,
Euroland.
The most dynamic configuration in the EEC is a Grand
Cross featuring the alliance-building Moon in Aquarius.
The Moon is under competing pressures from intense
economic-merging desires (Scorpio Neptune in the 2nd),
plus the ultimate urge to be a totally independent, global
superpower (Leo Uranus in 10th), as well as to care for and
manage provincial farming and welfare programs (Taurus
Ceres in 8th).
The emergence of the Euro on global markets arrives as
transiting Neptune forms an exact square to the EEC
second house Neptune. Neptune’s demand, in exchange for
a stable currency, is the relinquishing of national
sovereignty. Euroland is the next development, providing
that all the elements in the EEC’s Grand Cross can be
appeased. Watch in about ten years when the EEC
progressed Mars reaches the Midheaven for a strong move
toward political union.
